This chapter shows the intimate links between the strategy to create a colonial Empire in a first stage, and later the strategy to import people from the countries that previously were colonies, in a second stage. It thus shows how immigration in France is historically linked with the power strategy of the State itself, both in order to struggle against its external competitors and in order to ensure its control over the French population.
